The Cyber Response and Recovery Act authorizes the Secretary of Homeland Security, through CISA, to declare a "significant incident" and to draw on a Cyber Response and Recovery Fund to provide coordinated federal support to affected public and private entities. It creates a standing mechanism for surge response to major cyber events.
