In plain terms. The Federal Property and Administrative Services Act of 1949 created the General Services Administration and established the government-wide framework for acquiring, managing, and disposing of federal property and services. It is a statutory ancestor of the modern Federal Acquisition Regulation (FAR) and the procurement authorities under which contractor cybersecurity clauses are imposed.
