The Homeland Security Act of 2002 created the Department of Homeland Security and consolidated numerous agencies and functions, including critical-infrastructure protection and cybersecurity coordination. It is the statutory lineage of the Cybersecurity and Infrastructure Security Agency (CISA), the federal lead for civilian cyber defense.
