In plain terms. Title 13 of the U.S. Code governs the Census and imposes some of the strongest confidentiality protections in federal law: census responses may be used only for statistical purposes and may not be disclosed in identifiable form, with criminal penalties for violations. It is a model of statutory data-confidentiality obligations.
