In plain terms. The USA FREEDOM Act of 2015 ended the National Security Agency's bulk collection of telephone metadata under Section 215 of the USA PATRIOT Act, replacing it with a targeted system in which records remain with carriers and are queried only under specific selection terms approved by the FISA Court. It also increased transparency of FISA Court proceedings and added a panel of amici curiae.
